{"id":4243,"date":"2017-12-07T00:00:00","date_gmt":"2017-12-07T00:00:00","guid":{"rendered":"https:\/\/ourlandourbusiness.org\/after-15-years-world-banks-doing-business-report-still-missing-the-mark-2\/"},"modified":"2017-12-07T00:00:00","modified_gmt":"2017-12-07T00:00:00","slug":"after-15-years-world-banks-doing-business-report-still-missing-the-mark-2","status":"publish","type":"post","link":"https:\/\/ourlandourbusiness.org\/fr\/after-15-years-world-banks-doing-business-report-still-missing-the-mark-2\/","title":{"rendered":"After 15 Years, World Bank\u2019s Doing Business Report Still Missing the Mark"},"content":{"rendered":"<div class=\"l-subsection\"><div class=\"l-subsection-h\"><div class=\"l-subsection-hh g-html i-cf\"><p>Source: Bretton Woods Project<\/p>\n<p><span class=\"date-display-single\" property=\"dc:date\" datatype=\"xsd:dateTime\" content=\"2017-12-07T00:00:00-08:00\">December 7, 2017<\/span><\/p>\n<p>In October, the World Bank <a href=\"http:\/\/www.worldbank.org\/en\/news\/press-release\/2017\/10\/31\/doing-business-records-nearly-3200-reforms-in-15-years-to-improve-business-climate-worldwide\" target=\"_blank\" rel=\"noopener noreferrer\">published<\/a> its 15th Doing Business Report (DBR), <a href=\"http:\/\/www.doingbusiness.org\/~\/media\/WBG\/DoingBusiness\/Documents\/Annual-Reports\/English\/DB2018-Full-Report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Reforming to Create Jobs<\/em><\/a>, noting that 119 economies had carried out 264 business reforms in the past year to \u201ccreate jobs, attract investment and become more competitive\u201d. The Bank <a href=\"http:\/\/www.worldbank.org\/en\/news\/immersive-story\/2017\/10\/31\/15-years-of-reforms-to-improve-business-climate-worldwide\" target=\"_blank\" rel=\"noopener noreferrer\">stated<\/a> in a press release that the DBR provides \u201cobjective measures of business regulations and their enforcement across 190 economies\u201d, whilst encouraging economies to \u201ccompete towards more efficient regulation\u201d (see <em>Observer<\/em> <a href=\"http:\/\/www.brettonwoodsproject.org\/2017\/07\/world-banks-business-report\/\" target=\"_blank\" rel=\"noopener noreferrer\">Summer 2017<\/a>). It continued that \u201c3,188 business reforms have been carried out since it began monitoring\u201d.<\/p>\n<p>From its inception, civil society organisations (CSOs) have been critical of this influential publication for promoting one-size-fits-all solutions to development. CSOs argue that the Bank and IMF <a href=\"https:\/\/www.oaklandinstitute.org\/blog\/neoliberalism-world-banks-doing-business-2017\">use the DBR<\/a> to promote deregulation and neoliberal reforms, based on the <a href=\"https:\/\/inequality.org\/research\/world-banks-simplistic-claims-business-regulations-jobs-inequality\/\" target=\"_blank\" rel=\"noopener noreferrer\">unfounded claim<\/a> that more \u2018business friendly\u2019 regulations play a key role in lowering income inequality, while not taking into account the social or economic benefits of regulation and costs of de-regulation.<\/p>\n<p>Simeon Djankov, the creator of the Doing Business series, <a href=\"http:\/\/www.worldbank.org\/en\/news\/immersive-story\/2017\/10\/31\/15-years-of-reforms-to-improve-business-climate-worldwide\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> in an October press release that, \u201cReforming in the areas measured by Doing Business can be particularly beneficial to employment creation when those reforms take place in the areas of starting a business and labor market regulation.\u201d Considering that claim, Matti Kohonen from Christian Aid UK stressed that, \u201cThis micro-level view is often at odds with a macro-level perspective, where something that may be beneficial at an individual firm owner level (e.g., lesser labour regulation), may hurt macroeconomic objectives \u2013 such as greater labour productivity through upskilling of committed employees\u201d. He added that, \u201cRecent macroeconomic perspectives on <a href=\"http:\/\/unctad.org\/en\/PublicationChapters\/tdr2017ch4_en.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">women\u2019s labour market participation<\/a>, and tackling inequality may be at odds with the entire DBR.\u201d<\/p>\n<blockquote class=\"pullquote\"><p>giving better scores to low-tax venues is in clear contradiction with the World Bank\u2019s stated objective of giving governments the means to provide essential public services, especially to the poor, and reducing inequality<br \/>\n        <cite>Peter Bakvis, ITUC<\/cite>\n    <\/p><\/blockquote>\n<p>Civil society further criticised the DBR\u2019s ranking of nations as based on narrow business interests over those of citizens and countries (see <em>Observer<\/em> <a href=\"http:\/\/www.brettonwoodsproject.org\/2013\/10\/bad-business\/\" target=\"_blank\" rel=\"noopener noreferrer\">Autumn 2013<\/a>, <em>Update<\/em> <a href=\"http:\/\/www.brettonwoodsproject.org\/2013\/06\/art-572701\/\" target=\"_blank\" rel=\"noopener noreferrer\">86<\/a>, <a href=\"http:\/\/www.brettonwoodsproject.org\/2013\/04\/art-572256\/\" target=\"_blank\" rel=\"noopener noreferrer\">85<\/a>). For example, <a href=\"https:\/\/inequality.org\/research\/world-banks-flimsy-deregulation-research\/\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a> to the International Trade Union Confederation (ITUC), eight out of the DBR 2017\u2019s \u201ctop 10 improvers\u201d had poor or worsening performance on workers\u2019 rights. According to UK-based charity CAFOD\u2019s<a href=\"https:\/\/seetafrica.files.wordpress.com\/2017\/10\/towards-decent-green-jobs-for-all.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"> 2013 research<\/a>, the DBR failed to match the priorities needed for small private sector enterprises to grow. These include ensuring adequate funding for small enterprise support programmes and public services, as well as recognising informal workers\u2019 organisations and collective bargaining processes. In November Peter Bakvis of ITUC <a href=\"https:\/\/inequality.org\/research\/world-banks-simplistic-claims-business-regulations-jobs-inequality\/\" target=\"_blank\" rel=\"noopener noreferrer\">commented<\/a> on Inequality.org that, \u201cgiving better scores to low-tax venues is in clear contradiction with the World Bank\u2019s stated objective of giving governments the means to provide essential public services, especially to the poor, and reducing inequality\u201d.
