Ranking countries on the \u201cease of doing business,\u201d orchestrated a race to the bottom pushing governments to dismantle labor rights, social and environmental safeguards to attract private investors.<\/li>\n<li>The cancellation of the DBR marks a major victory for the 280-organization strong <a href=\"https:\/\/ourlandourbusiness.org\/\">Our Land Our Business<\/a> Campaign, which has advocated since 2014 for an end to the DBR because of its disastrous impact on countries in the Global South, including through the grabbing of land and natural resources it encouraged.<\/li>\n<\/ul>\n<\/div>\n<p><strong>Oakland, CA \u2014 <\/strong>On September 16, 2021 the World Bank announced it has discontinued publication of the Doing Business Report (DBR), in a major victory for people and the planet. The DBR had been \u201cpaused\u201d after data irregularities were found in the 2018 and 2020 reports. The cancellation follows publication of internal audits and reviews into the irregularities that revealed serious ethical concerns of data manipulation, shattering trust in the DBR.<\/p>\n<p>An explosive report to the Bank\u2019s Board of Executive Directors, <a href=\"https:\/\/thedocs.worldbank.org\/en\/doc\/84a922cc9273b7b120d49ad3b9e9d3f9-0090012021\/original\/DB-Investigation-Findings-and-Report-to-the-Board-of-Executive-Directors-September-15-2021.pdf\">Investigation of Data Irregularities in Doing Business 2018 and Doing Business 2020<\/a>, revealed how senior Bank officials applied pressure to manipulate data in order to improve rankings for select countries. Notably, the independent report <a href=\"https:\/\/thedocs.worldbank.org\/en\/doc\/84a922cc9273b7b120d49ad3b9e9d3f9-0090012021\/original\/DB-Investigation-Findings-and-Report-to-the-Board-of-Executive-Directors-September-15-2021.pdf#page=10\">exposed<\/a> how then-Bank CEO (and current IMF Managing Director) Kristalina Georgieva<sup><a href=\"https:\/\/www.oaklandinstitute.org\/olob-rss-feed#foot1\">1<\/a><\/sup> applied \u201cpressure\u201d to \u201cmake specific changes to China\u2019s data points in an effort to increase its ranking for the 2018 DBR\u201d at a time the country was expected to increase its financial contribution to the Bank\u2019s capital. Then-World Bank President Dr. Jim Yong Kim was also implicated in the effort to increase China\u2019s ranking.<sup><a href=\"https:\/\/www.oaklandinstitute.org\/olob-rss-feed#foot2\">2<\/a><\/sup><\/p>\n<p>Additionally, Simeon Jankov, one of the founders of the DBR and a Senior Bank official<sup><a href=\"https:\/\/www.oaklandinstitute.org\/olob-rss-feed#foot3\">3<\/a><\/sup> was implicated in altering Saudi Arabia\u2019s data to boost the country\u2019s ranking, in an effort to reward the country for the \u201cimportant role it played in the Bank community.\u201d<sup><a href=\"https:\/\/www.oaklandinstitute.org\/olob-rss-feed#foot4\">4<\/a><\/sup> These revelations follow previous allegations of data manipulation in 2018, when the World Bank\u2019s then-Chief Economist, Paul Romer exposed how the DBR scores for Chile were <a href=\"https:\/\/www.oaklandinstitute.org\/blog\/world-banks-fetish-ranking-case-doing-business-rank-chile\">skewed and politically manipulated<\/a> to disfavor a progressive government.<\/p>\n<p>Since DBR\u2019s launch in 2002, the World Bank has ranked countries on the \u201cease of doing business,\u201d i.e. on regulatory changes and reforms that make them more attractive to private investors. These \u201creforms\u201d have included lowering corporate taxes, slashing environmental safeguards, social and labor standards, cutting administrative procedures, and removing restrictions to trade and business. The Oakland Institute has <a href=\"https:\/\/www.oaklandinstitute.org\/our-land-our-business\">extensively documented<\/a> the disastrous impact of these regulatory changes at the country level in dozens of countries. \u201cEven before the extent of the data manipulation came to light and destroyed any credibility of the DBR, the rankings had been built on a flawed premise that rewards countries for reducing their labor standards, destroying the environment, and providing easy access for corporate pillaging and land grabs,\u201d said Fr\u00e9d\u00e9ric Mousseau, Policy Director of the Oakland Institute. \u201cToday is a historic victory for the sustained campaign against the DBR and a step towards ending the race-to-the-bottom between countries vying for World Bank investment dollars,\u201d Mousseau added.<\/p>\n<p>Since 2014, the 280-organization strong <a href=\"https:\/\/ourlandourbusiness.org\/\">Our Land Our Business<\/a> campaign \u2014 comprised of NGOs, unions, farmers, and consumer groups from over 80 countries \u2014 has called for the end of the rankings. For over seven years, Our Land Our Business has waged an unwavering advocacy campaign, including letters, petitions, and mass protests around the world. Coordinating the campaign, the Oakland Institute has produced dozens of reports and advocacy materials providing in-depth analysis and monitoring of the impact of the DBR for people around the world.<\/p>\n<p>\u201cThe evidence of manipulation of the rankings is a slap in the face of the poorest countries forced to deregulate their economies to attract investors against fallacious promises of aid and development. After this victory, members of the campaign will remain vigilant as the World Bank continues to leverage its influence and pressure countries to prioritize reforms that benefit corporate interests over true development,\u201d said Oakland Institute\u2019s Executive Director Anuradha Mittal. \u201cThe world needs development policies that serve people and protect the planet, not policies that focus on economic growth of the corporations,\u201d Mittal concluded.<\/p>\n<p class=\"text-center\">###<\/p>\n<hr \/>\n<ol>\n<li id=\"foot1\"><small>Ms. Georgieva <a href=\"https:\/\/www.wsj.com\/articles\/world-bank-cancels-flagship-doing-business-report-after-investigation-11631811663?st=lbksd97qfiwd0y4&amp;reflink=desktopwebshare_twitter\">responded<\/a> to the allegations, saying: \u201cI disagree fundamentally with the findings and interpretations of the Investigation of Data Irregularities as it relates to my role in the World Bank\u2019s Doing Business report of 2018.\u201d<\/small><\/li>\n<li id=\"foot2\"><small>According the <a href=\"https:\/\/thedocs.worldbank.org\/en\/doc\/84a922cc9273b7b120d49ad3b9e9d3f9-0090012021\/original\/DB-Investigation-Findings-and-Report-to-the-Board-of-Executive-Directors-September-15-2021.pdf\">investigation<\/a>, \u201cAlthough we identified no evidence proving that President Kim directly ordered anyone to make illegitimate changes to China\u2019s data, the Doing Business Manager explained that it was clear that aids in President Kim\u2019s office were acting on his behalf.\u201d<\/small><\/li>\n<li id=\"foot3\"><small>Mr. Jankov was also implicated in altering Azerbaijan\u2019s data in a separate case of having \u201coverruled the team and demanded it refrain from recognizing three Azeri reforms,\u201d in the 2020 report based on a reported <a href=\"https:\/\/thedocs.worldbank.org\/en\/doc\/84a922cc9273b7b120d49ad3b9e9d3f9-0090012021\/original\/DB-Investigation-Findings-and-Report-to-the-Board-of-Executive-Directors-September-15-2021.pdf#page=12\">\u201cpersonal animus\u201d<\/a> against the country. Additionally, the report noted that the environment working under Mr. Jankov was described by Doing Business employees as \u201cat best, deeply problematic, and at worse, emotionally harrowing.\u201d<\/small><\/li>\n<li id=\"foot4\"><small>Saudi Arabia had implemented a series of Reimbursable Advisory Services (RAS) projects \u2013 paid advisory services provided by the Bank, some of which focus on improving economic indicators scored on the DBR.
