Through six case studies \u2013 Ukraine, Zambia, Myanmar, Papua New Guinea, Sri Lanka, and Brazil \u2013 the report details the myriad ways by which governments \u2013 willingly or under the pressure of financial institutions and Western donor agencies \u2013 are putting more land into so-called \u201cproductive use\u201d in the name of development.<\/p>\n<h2 class=\"text-center\">Join Us September 17, 9:30-11:00 AM PT<\/h2>\n<p><strong><a class=\"text-center large radius button\" style=\"display: block; max-width: 20rem; margin: 2rem auto 2rem auto;\" href=\"https:\/\/bit.ly\/2QT3i96\">Register for the Webinar Now<\/a><\/strong><\/p>\n<p><a href=\"https:\/\/bit.ly\/2QT3i96\"><strong>Please join us on Thursday, September 17th from 9:30-11:00 AM PT<\/strong><\/a> for a webinar bringing together activists and experts from three case countries, who will expose the drivers and impact of these efforts to privatize land, explore their interconnected nature, and overview the change of course required for the people and the planet.<\/p>\n<p><strong>Registration is free<\/strong> but spaces are limited.<\/p>\n<p><strong>The event will also be live streamed<\/strong> from the <a href=\"https:\/\/www.facebook.com\/oak.institute\">Oakland Institute Facebook Page<\/a> and questions will be taken from the comments.<\/p>\n<hr \/>\n<h3>Panelists<\/h3>\n<p><strong>Fr\u00e9d\u00e9ric Mousseau<\/strong>, Lead Report Author &amp; Policy Director, The Oakland Institute<\/p>\n<p><strong>Michael Fakhri<\/strong>, United Nations Special Rapporteur on the Right to Food &amp; Director of the Food Resiliency Project in the Environmental and Natural Resources Law Center University of Oregon.<\/p>\n<p><strong>Anuka Vimukthi<\/strong>, Movement for Land and Agricultural Reform (MONLAR) &amp; Member of the International Coordination Committee of La Via Campesina, Sri Lanka<\/p>\n<p><strong>Jason Gelbort<\/strong>, Upland Advisors, Myanmar<\/p>\n<p><strong>Pamela Avusi<\/strong>, FORCERT, Papua New Guinea<\/p>\n<h3>Key Report Findings<\/h3>\n<ul>\n<li>Hundreds of millions of hectares of land are being made available, including from some of the poorest countries, which raises serious concerns about this \u201cdevelopment\u201d strategy and the ability to eventually curb the overexploitation of natural resources.<\/li>\n<li>While privatization of land is being touted as a development imperative, <i>Driving Dispossession<\/i> debunks the myth that it leads to human development, and provides a strong rebuttal to the Peruvian economist Hernando de Soto\u2019s pseudo-scientific thesis about the positive impact of titling, often cited to back such policies.<\/li>\n<li>Local communities, civil society organizations, and Indigenous People are standing up to resist these efforts to privatize their land to preserve their livelihoods and the environment.<\/li>\n<li><strong>Sri Lanka:<\/strong> The Millennium Challenge Corporation, a US government entity, is targeting state land\u2014it intends to map and record up to 67 percent of the country to \u201cpromote land transactions that could stimulate investment and increase its use as an economic asset.<\/li>\n<li><strong>Ukraine:<\/strong> The World Bank and the International Monetary Fund leveraged the economic fallout from the COVID-19 pandemic to coerce \u201cEurope\u2019s breadbasket\u201d into putting its agricultural land for sale in a land market.<\/li>\n<li><strong>Myanmar:<\/strong> In 2018, the Vacant, Fallow, and Virgin Land Law was amended to boost economic development by making so-called \u201cvacant\u201d lands available for agriculture, mining, and other purposes.<\/li>\n<li><strong>Papua New Guinea: <\/strong>Where 97 percent of the land is governed under customary tenure systems, the government wants to \u201cunlock\u201d this land so it can be \u201cmobilized\u201d and put in \u201cproductive use\u201d to ensure \u201cprivate sector growth.\u201d<\/li>\n<li><strong>Brazil:<\/strong> Bolsonaro has been aggressively expanding ranching and exploitation of the Amazon at the expense of the Indigenous People and the forests they live in and steward.<\/li>\n<li><strong>Zambia:<\/strong> The World Bank has partnered with a subsidiary of the US-based online retailer <a href=\"http:\/\/overstock.com\/\">Overstock.com<\/a> to use blockchain technology for land titling with the goal of \u201cunlocking trillions of dollars in global mineral reserves that are inaccessible due to unclear land governance systems.\u201d<\/li>\n<\/ul>\n<hr \/>\n<h3>About the Organizations:<\/h3>\n<p><strong>The Oakland Institute <\/strong>is an independent policy think tank, bringing fresh ideas and bold action to the most pressing social, economic, and environmental issues of our time.<\/p>\n<p><strong>FORCERT<\/strong>, Papua New Guinea: FORCERT is a local not-for-profit service company, supporting village communities in their sustainable forest management.
