The draft law, which lacks measures to ensure that land is not concentrated in the hands of wealthy landowners, or to prevent land purchases being backed by foreign corporations, passed its first reading in November despite <a href=\"https:\/\/www.kyivpost.com\/multimedia\/photo\/ukrainian-lawmakers-vote-to-lift-ban-on-farmland-sales-in-first-reading?cn-reloaded=1\" target=\"_blank\" rel=\"noopener noreferrer\">protests<\/a> outside parliament and the opposition of 73 per cent of the population.<\/p>\n<p>The article highlighted that Ukraine has come under sustained pressure, including from the World Bank and the European Bank for Reconstruction and Development (EBRD), to end its 18-year moratorium on land sales, noting that, \u201cIn August 2019, the World Bank <a href=\"https:\/\/www.ukrinform.net\/rubric-economy\/2708725-world-bank-gives-ukraine-a-200-mln-loan-for-agricultural-development.html\" target=\"_blank\" rel=\"noopener noreferrer\">approved<\/a> a US$200 million loan for the restructuring of the agricultural market and the auctioning of state lands.\u201d The Bank\u2019s privatisation agenda for Ukraine was outlined by its president David Malpass in a <em>Financial Times<\/em> <a href=\"https:\/\/www.ft.com\/content\/3756a38e-c68e-11e9-af46-b09e8bfe60c0\" target=\"_blank\" rel=\"noopener noreferrer\">article<\/a> during his visit to the country in August.
