{"id":4237,"date":"2018-03-14T00:00:00","date_gmt":"2018-03-14T00:00:00","guid":{"rendered":"https:\/\/ourlandourbusiness.org\/the-wrongdoings-of-the-doing-business-rankings-and-the-corporate-take-over-of-agriculture-2\/"},"modified":"2018-03-14T00:00:00","modified_gmt":"2018-03-14T00:00:00","slug":"the-wrongdoings-of-the-doing-business-rankings-and-the-corporate-take-over-of-agriculture-2","status":"publish","type":"post","link":"https:\/\/ourlandourbusiness.org\/es\/the-wrongdoings-of-the-doing-business-rankings-and-the-corporate-take-over-of-agriculture-2\/","title":{"rendered":"The wrongdoings of the Doing Business Rankings and the Corporate Take-Over of Agriculture"},"content":{"rendered":"<div class=\"l-subsection\"><div class=\"l-subsection-h\"><div class=\"l-subsection-hh g-html i-cf\"><p>Source: Bretton Woods Project<\/p>\n<p><span class=\"date-display-single\" property=\"dc:date\" datatype=\"xsd:dateTime\" content=\"2018-03-14T00:00:00-07:00\">March 14, 2018<\/span><\/p>\n<p>Frederic Mousseau<\/p>\n<p>Under the campaign &#8216;<em>Our Land Our Business&#8217;,\u00a0<\/em>NGOs, trade unions, farmers&#8217; organisations, consumer and environmental groups \u2013 all together over\u00a0<a href=\"http:\/\/ourlandourbusiness.org\/get-involved\/organisation-that-have-signed-so-far\/\" target=\"_blank\" rel=\"noopener noreferrer\">280 organisations<\/a>\u00a0from over 80 countries \u2013\u00a0<a href=\"https:\/\/www.oaklandinstitute.org\/sites\/oaklandinstitute.org\/files\/olob\/Joint-Statement-Our-Land-Our-Business.pdf\">have joined hands<\/a>\u00a0to demand that the World Bank stop one of its most insidious activities: the &#8216;business ranking&#8217; of countries. The Bank&#8217;s Doing Business Report (DBR) has scored countries according to how well their governments are \u201cimproving the business climate\u201d over the past\u00a0<a href=\"http:\/\/www.brettonwoodsproject.org\/2017\/12\/15-years-world-banks-business-report-still-missing-mark\/\" target=\"_blank\" rel=\"noopener noreferrer\">15 years<\/a>. But this model suffers from\u00a0\u00a0<a href=\"http:\/\/www.oaklandinstitute.org\/willful-blindness-how-world-banks-doing-business-rankings-impoverish-smallholder-farmers\">fundamental flaws<\/a>\u00a0(see also\u00a0 <em>Observer<\/em>\u00a0 <a href=\"http:\/\/www.brettonwoodsproject.org\/2017\/07\/world-banks-business-report\/\" target=\"_blank\" rel=\"noopener noreferrer\">Summer 2017<\/a>).<\/p>\n<p>In January 2018, the Bank&#8217;s Chief Economist Paul Romer publicly denounced\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/world-bank-unfairly-influenced-its-own-competitiveness-rankings-1515797620\" target=\"_blank\" rel=\"noopener noreferrer\">the flawed methodology of and political manipulation<\/a>\u00a0by the World Bank&#8217;s DBR, which Romer noted may have been used to disfavour Chile&#8217;s ranking under its outgoing socialist president, Michelle Bachelet. Romer&#8217;s\u00a0<a href=\"https:\/\/www.oaklandinstitute.org\/blog\/world-banks-fetish-ranking-case-doing-business-rank-chile\">resignation<\/a>\u00a0followed a few days later.<\/p>\n<p>In 2013, the World Bank&#8217;s own Independent Evaluation Group (IEG)\u00a0<a href=\"http:\/\/ieg.worldbankgroup.org\/sites\/default\/files\/Data\/reports\/db_evaluation.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">recommended<\/a>\u00a0that the country rankings be eliminated from the DBR (see\u00a0<em>Observer<\/em><a href=\"http:\/\/www.brettonwoodsproject.org\/2013\/10\/bad-business\/\" target=\"_blank\" rel=\"noopener noreferrer\">Autumn 2013<\/a>). The group&#8217;s report also criticised the DBR for ignoring &#8216;the social or economy wide benefits that regulations yield, such as safety, environmental protection, worker protection, or transparency.&#8217; By forcing countries to compete against each other, the rankings encourage a race to the bottom of deregulation between countries. The IEG also recommended eliminating the tax indicator, which penalises countries that require private companies to pay taxes or make contributions to pensions and other social protection schemes (see\u00a0<em>Observer<\/em>\u00a0<a href=\"http:\/\/www.brettonwoodsproject.org\/2017\/12\/15-years-world-banks-business-report-still-missing-mark\/\" target=\"_blank\" rel=\"noopener noreferrer\">Winter 2017<\/a>). Bank management ignored these recommendations and has maintained a scoring system that rewards governments that not only cut taxes but also eliminate social, labour and environmental regulations in favour of corporations and foreign investment.<\/p>\n<h2>EBA: The expansion of a failed model<\/h2>\n<p>Based on the DBR&#8217;s model, the Enabling the Business of Agriculture (EBA) report was launched after leaders of the G8\u00a0<a href=\"https:\/\/www.whitehouse.gov\/the-press-office\/2012\/05\/18\/fact-sheet-g-8-action-food-security-and-nutrition\" target=\"_blank\" rel=\"noopener noreferrer\">asked<\/a>\u00a0the World Bank in 2012 to create a \u201cDoing Business in Agriculture Index\u201d, to guide policy makers in the developing world in designing \u201cbusiness-friendly\u201d agricultural policies and regulations.\u00a0It was started with financing from the US, UK, Danish, and Dutch governments as well as the Bill and Melinda Gates Foundation.<\/p>\n<p>\u00a0<\/p>\n<p><a href=\"http:\/\/www.brettonwoodsproject.org\/2018\/03\/wrongdoings-business-rankings-corporate-take-agriculture\/\" target=\"_blank\" rel=\"noopener noreferrer\">View Full Article at Bretton Woods Project <\/a><\/p>\n<\/div><\/div><\/div>","protected":false},"excerpt":{"rendered":"<p>Source: Bretton Woods Project March 14, 2018 Frederic Mousseau Under the campaign &#8216;Our Land Our Business&#8217;,\u00a0NGOs, trade unions, farmers&#8217; organisations, consumer and&hellip;<\/p>\n","protected":false},"author":12,"featured_media":3452,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[105],"tags":[],"class_list":["post-4237","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-press-coverage"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v20.11 -
